When you open a menu in the gnome-shell upper panel by for example clicking on the sound icon, hotkeys such as Printscreen, Ctrl+Alt+Up/Down and activating overview with SUPER does not work. 

Steps to reproduce:
- Click the sound icon in the gnome-shell panel.
- While the sound menu is open, press SUPER / Ctrl+Alt+Up/Down / Printscreen.

While some shortcuts clearly make sense while a menu is open (PrintScrn for instance), I don't see a good reason for switching workspaces or toggling the overview in that case - are there any particular use cases you have in mind?

Since bug 698938, we allow some shortcuts to work (basically those that already work when a system modal dialog like alt-f2 is open), so I'll tentatively mark this as duplicate.

My initial impression of the hotkeys SUPER, Ctrl+Alt+Up & Printscreen was that they worked globally - preventing their use because a panel menu is open breaks this illusion. I would consider it more natural if the menu closed and the action the user requested took place when the user press SUPER or Ctrl+Alt+Up.

Anyway, thanks for reviewing this bug!
