Missing app menu in the first run dialog

When running contacts for the first time, I am presented with an option to use an online account or a local address book. There is no help menuitem in the app menu at this point (nor anything else except "quit") and no help button in the dialog. I am accessing this dialog by right-clicking a contact in empathy and selecting "Information".
