GIMP does not support microsoft's pen API, and thus does not work with the Surface Pro.

I would also like to suggest that if this is implemented, there should be an option so the touchscreen will only be used to adjust the view; to either pan the view of the image or zoom in/out.  It kills my work to have something drawn in some corner I can't see just because I lifted my pen slightly too far.
Also, an undo/redo button visible on the interface would be most helpful.  Perhaps a dockable box where I can put in any command to be accessed with the touch of a button.

This will need support for other tablet APIs in GDK first.

And a GIMP interface for touch devices will need far more thought, if it is ever done at all.
