Since 3.6, as animations are defined is CSS classes file, but Win32 CSS theme file wasn't updated, GtkSpinners aren't animated anymore on Win32.

Suggested (and tested working) fix is to add all ".spinner" definitions found in "gtk-default.css" to "gtk-win32-base.css".

Patch attached.
