Show the Alt-Tab popup on the screen containing the focused window

The Alt-Tab popup should be displayed on the screen where the focused window resides in. 

This suggestion was introduced in bug #650158, where it was recommended to file it as a new bug, so here it is!

There are basically three options we have been switching back and forth between:
 (1) Show popups on the primary monitor
 (2) Show them on the monitor with the pointer
 (3) Show them on the monitor with key focus (e.g. the active window)

The current take is that it should show up on the monitor the user is currently looking at, and as we can't tell, show it on all monitors simultaneously - see bug 722684 for discussion/patches.
