On my second monitor swipe scrolling (using mouse scroll wheel) in overview only works when the mouse pointer is hovered directly over a window thumbnail. It refuses to work where the pointer is over the background, so in the case of an empty (on that monitor) workspace, move the mouse to the primary monitor or use the keyboard.

We fixed this eventually.
