The new design has left-aligned page headings. Make it so for all
pages. The ones still centered were mobile, proxy and vpn.

The vpn, proxy, and mobile pages are definitely wrong now.

It's hard to tell just looking at the glade diffs if they actually do the right thing though (since glade ended up moving everything around), and the patch doesn't apply any more so I can't test...
