Steps to reproduce on my ubuntu 12.10 system:
- start a new instance of gnumeric
- enter '=1' in A1, copy A1
- start another instance of gnumeric
- go to A1 and Edit
=> paste special is desactivated

If you do not start a new instance of gnumeric but start a new workbook with the same instance of gnumeric (File>New), the bug is not present.

This bug is quite annoying when you have an intense use of Paste Special.
