It was possible in 2.8.0 but not in 2.8.2.

With 2 images, it isn't possible to drag a layer from image #1 (from layer's dialog) and drop it to image #2. The mouse cursor indicates a '+' as something will be added to the image, but nothing appears.
This bug only appears in single window mode.

Dragging layer works in the following cases:
- drag a layer to the same image (it duplicates the layer)
- drag a layer in multiple windows mode to another image

And, dragging an image from Document history dialog to an existing image works too.

I think, in single mode, switching tab to the new image lose the layer.
