I apologise in advance if this bug isn't classified correctly - 

Working on windows 8 with the newest version of GIMP. When trying to open a file located in a folder that has a non-english name (in my case, Hebrew), using the context-menu entry "edit with GIMP", I get an error message (see attached). 

This does not happen when I open the same file directly from GIMP UI (file --> open). It was also functioning properly in all GIMP versions I've worked with thus far, for the past decade. 

I find the context menu option very very useful, would love to see this fixed.
