When you launch GIMP or open\create new document within GIMP with English keyboard layout selected, all hot-keys continue to work later, no matter which layout is set as current and vice versa: if you launch GIMP\create\open document with non-English layout selected they won't work at all anymore.

This makes GIMP hardly usable on Windows, if you got non-english layout as the default one :( I'm surprised, that I didn't found this bug here, because as I know, this problem is pretty well-known
