This is blocked by the port of tp-glib as most of our Python scripts are copied from it (code gen): https://bugs.freedesktop.org/show_bug.cgi?id=56758

I just synced tools/* in Empathy from tp-glib so it should be able to build with Python 3. I didn't test it myself so feel free to re-open if needed.
