In the Region panel, both the language selection dialog (that you get by pressing "+") and the format selection dialog don't have titles, and use a non-bold label at the top - the one to select input sources has a title though.

I think they should either all have a title and drop the non-bold labels, or they should all make that label either bold or non-bold consistently and drop all the titles.

These dialogs had an inconsistent mix of bold window titles and
non-bold headings. Change them to all use window titles with similar
wording.
