Inconsistant ordering when tabbing/shift+tabbing.

I think I have seen this in several dialogues, but the one i can always reproduce is as follows: 1. orca+space (we land on orca general page tab) 2. tab to land on the layout radio buttons. 3. shift tab two times, followed by a further shift tab. we should hear ok and cancel, but orca seem to have focused elsewhere. 4. if we tab forward we have no problems landing on help, apply, cancel and ok. question is why are we seeing a difference between 3 and 4. Please let me know if a debug.out is wanted. Thanks.
Orca does not change the Tab order, plus it is only using standard Gtk+ in its GUI elements. So this is a Gtk+ bug (and one already filed). *** This bug has been marked as a duplicate of bug 669986 ***
