When I create a new user account, it is initially in a disabled state. It's easy to miss this; people are likely to not notice that the new account is disabled and not realise that they need to do anything else to make it active.

Having disabled accounts listed under user accounts is weird and an unnecessary complication; an account should either be present or not present.

It would be easy to incorporate setting a password in the new user dialog and to have account creation as a one step process. I'd be happy to provide a mockup for this.
