Respect XDG_CONFIG_HOME

The xdg base directory specification allows users to specify config and data directories that applications should use to better structure application configurations & data. For example, XDG_CONFIG_HOME (which defaults to $HOME/.config), when respected, allows considerable decluttering of the $HOME directory. It would be wonderful if gimp could stop dumping its config in $HOME/.gimp-2.X and start dumping it in $XDG_CONFIG_HOME/gimp/2.X (or whatever) instead.
