1. Go to top bar with ctrl-alt-tab
2. Attempt to go right to the user menu
3. It gets 'stuck' somewhere to the right of date/time. Hitting down arrow at this point pops up:

* English (US)    en

Show Keyboard Layout
Region and Language Settings

I can't progress beyond here to a11y, volume, NM, or the user menu.
