"All settings" button is missing a label and tooltip

Hi, The previously labeled "All settings" button now only comprises a non-obvious icon (9 "dots") and has no tooltip. I've seen people not noticing the "All settings" button (perhaps because it could have been worded differently, such as "Go back" or something like that)... and I expect much more people will fail to notice the new incarnation (the "9 tiny dots") of that button, let alone figure out what it is supposed to do. One of the great strengths of human beings is language. Having a label is better for usability, accessibility, and discoverability. I humbly suggest putting a label back on the button. I've searched around and have not found discussion regarding this change, so if you disagree with my proposal please cite your rationale. Thanks!
I support adding a label to the 'all settings' button. This will greatly enhance usability.
