As per TS 102 323 (clause 10.3, 10.4 in V1.3.1), the Related Content Table "carries links related to the content currently being broadcast."

Note that I have RCT in some of the streams in the DVB here but none of them contain any link_info thus the mpegts_packetizer_parse_link_info and mpegts_packetizer_parse_dvb_binary_locator are basically implemented according to the spec to my best effort but effectively untested

This should be moved to the new mpegts library (gst-plugins-bad/gst-libs/gst/mpegts/).

We no longer do section/descriptor parsing in tsparse.
