In GNOME-Shell, Empathy windows have a very inconsistent behaviour of moving through workspaces.

I identified that when you click on the contact icon in the notification area, the whole chat window will be sent to your current workspace.

This is very inconvenient if you want to keep your workspaces organized. It is also inconsistent with how other applications are working: you are sent to the application workspace.

I think that Empathy, like other applications, should always stays on its given workspace.

Which version of Empathy are you using? We changed this in 3.3 to implement exactly what you suggested.
