Network Panel vs Lonely Button

In every view that has an additional toolbar button, the 9-dotted 'All Settings' button is taller. This button should probably be the same size regardless of what view you're in.

We could either make it larger by default (keeping its square shape), or make its size independent from the box the other widgets are stored in.
