The paint tool or the pencil tool are extremely slow to actually draw. And using a tablet makes things worst as the pressure of the stroke isn't properly applied on the whole stroke resulting in isolated blobs, instead of a line.

See image joined. The upper stroke was made with a mouse, the second with a tablet with a constant pressure.

Try disabling color management (Preferences->Color Management). Worked for me. If so, this is bug #645345

I just tried to reproduce it with the current GIMP 2.8.2 on Windows 7, 32 bit. As expected from http://git.gnome.org/browse/gimp/plain/NEWS?h=gimp-2-8 paintbrush and pencil went smoothly, even with activated color management display filter.
Can you please test with the current 2.8.2 Windows build at http://gimp-win.sourceforge.net/ and report back during the next 6 weeks? Thank you.
