System: Red Hat 7.1 - kernel is 2.4.9-12. 128M ram AMD k2 processor, 40G IDE drive

>Description:
when root issues startx command from console 
window, X comes up then get immediate info panel 
with message that panel has crashed.  If dismiss 
panel, it quickly reappears.  If another user 
starts gnome, this doesn't happen.  I've tried 
recursivly coping another user files to root's 
home directory to try to overwrite whatever config 
file is corrupt, but it doesn't work.
