Add/Remove toolbar should only appear for "Custom Shortcuts"

Right now we show an inline toolbar with Add/Remove actions in the Keyboard Shortcuts panel. I think it only makes sense to show such a toolbar when the "Custom Shortcuts" row is selected on the left treeview, since we can only add or remove custom shortcuts.
It's much nicer having the toolbar always visible rather appearing/disappearing. Also, the "Add action" button actually works, and will switch to the Custom shortcuts section. A good way to discover the feature.

I don't know...it looks like I could add a shortcut of the type mentioned on the left section, which is not true. It's also confusing to have Remove be insensitive when selecting entries in such sections.
In gedit we have somewhat similar situation for External Tools etc, and for "system" items that cannot be removed we show a "reset to default" button
I agree with the bug report. This is what I suggested in bug 583884.
This isn't a problem any more for the redesigned keyboard panel in GNOME 3.22.
