Create help text object property

AtkObjects can have a name and a description. There is arguably a third type of property about an object, namely help text. As an example, consider the search widget in Evolution: * 'Search:' (text on the left, should be the name) * 'Subject or Addresses contain (placeholder text, should be the description) Now imagine there is a tooltip associated with this widget that gives more detailed information about what the user should (or should not) type in that widget. How do we expose this to ATs? Also, what if there is helpful text that is not a tooltip (e.g. information which can be displayed after having clicked on some question mark somewhere and then giving focus to the widget)? I think it would be helpful, no pun intended, if there were a way to have this information exposed by toolkits to ATs -- and do so without stomping on the description.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
