kenya: update Safaricom APN

Initially reported here: https://bugs.launchpad.net/ubuntu/+source/mobile-broadband-provider-info/+bug/912725

The APN for Safaricom appears to be incorrect; as reported in the downstream bug and visible on Safaricom's website: http://www.safaricom.co.ke/index.php?id=909 (Prepay Blackberry FAQs).

Instead of web.safaricom.com, it should be just 'safaricom'.

A patch is attached.
