Screenshot of a Firefox menu hidden behind panel

Top parts of context menus and combo-box drop-downs get hidden behind the GNOME Shell panel if they overlap it.

To reproduce: -
Open a menu in such a way that it overlaps the top panel. For example, open the Firefox Page Setup box and then open the Paper size drop-down, with a screen resolution of 1366x768 or lower (vertical height). The top part of the menu is hidden behind the panel. Pointing towards the top of the panel scrolls the menu and the topmost item can also be selected but only if you know that it is there; the text of the topmost item may not be visible at all depending on the settings.
