When a) the window is maximised, and b) the statusbar is set to off (which is the default), the window has no border at the bottom. This makes is so that while rubberband-selecting items and moving the mouse to the bottom of the screen, the view does not autoscroll. When the statusbar is on, autoscrolling works as expected.

I can also reproduce it in fc16, a workaround is to use the mouse scrollwheel while rubberbanding.

This is actually a duplicate of #665383, not a dependency. Marking as such, since it has a patch.
