If you open the dialog palette. Then do double click on a palette, then a new dialog appears called "Palette editor"
Palette editor dialog can´t be restored if you close his dialog.You need then to restart Gimp to see again the "palete editor" dialog.

It happens on the 2.7.3 Series. and also on 2.6.11

I add this info since i have tested on my netbook with Windows 7. and here works ok, You can close the dialog and then it can be restored doing double click again on a palette. 
Gimp 2.6.11 (gimp for painters)
Win 7 Home starter edition. 
Asus eeepc.
