Switching between two workspaces

When I send mouse in top left corner to switch, 
all the windows appears in reduce size but the background
show windows (standard sized) of other workspaces.
It looks quite messy when working with more than 2 workspaces
as I have a background with many windows stacked.
I am feeling natural behavior should be the background should
be the desktop itself.

- Icons enabled on the desktop. 
- Ubuntu 64 bits
