In rules.ui, there is a listview with a bunch of buttons on its right side: 

Add, Edit, Remove, Top, Up, Down, Bottom.

It should only be:
Add, Edit, Remove.


Not only are the Top/Up/Down/Bottom buttons visual clutter, but they are also very inefficient at what they're supposed to do. A much more elegant way would be to allow using drag and drop to reorder items in the listview, and simply add an explanatory label above the listview that says "Drag items in the list below to reorder them".
