I prefer to have my panels at 21px, which is possible without the User Menu applet in the panel. However, when I add the User Menu applet, the panel expands to 26px.  When reducing the panel height below 26px the User Menu should adjust, and use a smaller icon when necessary.

This is fixed in git with those two commits:
