Using gnome-control-center 3.2.0, example:

- use a french local, select the keybindings tab, "universal access" is selected and the disabled labels are out of screen. It could have to do with the fact that no action is assigned by default in that category, you can try by unsetting the actions from the default category in another locale as well
- select another category and back "universal access", they are now on screen
- select a line and press enter, "new shortcut" is partially off screen
