I trigger the dialog with
gpg --homedir /tmp/gpg1 --gen-key
and if the passphrase is empthy, the dialog would pop up some warning but renders everything unusable, i.e. one cannot click anything or make the warning disappear.

That is gnome-keyring: 3.2.0-0ubuntu1

Hmmm, seems to happen when you hit 'Enter' but not when you click the 'OK' button.
