shows Wacom Tablet Settings when no tablet connected

The Wacom Tablet Settings appear even though I don't have a Wacom tablet and may never have one or even know what one is. I think this specialized class of hardware support should only be available when the actual hardware is. This isn't the same as printing or networking or bluetooth. Those are either indirectly available or discoverable (printing), or are intrinsic system capabilities (network, bluetooth). Although if there are no network or bluetooth adapters I wouldn't expect to see those settings either. I wouldn't expect to see Braille hardware support unless it is detected either.
