A lot of applications have names that are somewhat cryptic so it's not always clear what they do. This is not a problem if you have installed only the apps you know, but often the list of apps is quite big.

The .desktop files in /usr/share/applications have a comment field. I suggest that this comment is displayed as a tooltip when hovering over an icon on the Activities/Applications screen for more than a second or two.
