Tested http playback with mpg files. When changing the rate from 1.0 to higher value, nothing change. 
Is it possible to add support for fast-forward in gst\mpegdemux\gstmpegdemux.c?

This seems to work fine now in git master (1.1.x), so let's close this bug. Thanks for the bug report. Please re-open if you still have issues with a current version of GStreamer 1.x. Thanks!
