select B2
create a comment in B2
note that Edit->Modify->Comment is disabled

(If we change the selection after creating teh comment and return to B1 then the menu item is correctly enabled.)

The same issue occurs for hyperlinks.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
