In Edit -> Preferences

Mail preferences has tab automatic contacts. Previously evolution used to have 'auto-completion' which is replaced with string 'Contacts' in left side pane of preferences. I feel it will be better to move automatic contacts tab to contacts instead of keeping in mail preferences.

It can. Though it was harder, as there was no support for plugins to be added into the Contacts section.
