I think gnome shell lacks a way to choose a launcher using the keyboard. If you press the "menu" key, you reach the activities overview, with launchers on the left. Now, there is no (obvious) way to choose a launcher from the list using the keyboard. Maybe the "up" and "down" keys could cycle throught the launchers, and "return" or "space" could launch the chosen one?

You can use Ctrl+Alt+Tab and select "Dash", but that's intended mostly for accessibility, not keynav.

Yes, overview keynav needs to be a lot better.
