When Activities is pulled up, and there are no windows open, it defaults to the Windows section. There are no options available here that are not available in Applications at this point, and the user is bound to want to be in the Applications tab. I don't believe there's even any reason for the Windows tab to be visible at this point. After the activities panel is closed, the next time it's loaded, then the windows panel should then be available.

Steps to reproduce:
1. Close all open windows.
2. Activate the activities hot corner
