Instead of just the version of the file.

Some versions of the icon-theme.cache generated end up having the same magic as TrueType fonts: https://bugs.freedesktop.org/show_bug.cgi?id=21123

Adding "GTK-ICON-CACHE " as the magic header would help avoid this sort of problems.
