I used the Region & Language component of the gnome-control-center to add an additional keyboard layout (slovene - sl). Upon having two layouts, an icon appeared in GNOME 3's top "panel" and I choose the other layout (sl).

However, upon logging out in logging back in, the system forgot my preference and I had to manually choose sl over en again.

The "top" one is always the one selected by default. You can use the up and down arrows in the region and language panel, or drag'n'drop them to select the default one.

Ok, so it is a design decision then?

I though it was a bug and that GNOME should remember the keyboard layout settings from the previous session.

Feel free to close the bug.
