Network Manager only enables the "Options" button AFTER a successful DHCP connection is made: the "Options" button is grayed-out. If DHCP is not available the user will not be able to configure a static ip address. This makes it impossible to connect in a network based only on static ip where DHCP is not an option. The only way to access those settings is to temporarily enable a DHCP service on the network, connect to it, click "Options", configure the manual settings desired, then disable the DHCP service.

I have re-installed Fedora 15/Gnome3 four times to reproduce this bug throughout various stages of Gnome3 development. It still exists in Final...

To reproduce: 

1. Temporarily disable your network's DHCP service
2. On a PC running Gnome3 go to System Settings, Network
3. Select Wired or Wireless (the problem is global)
4. Notice the "Options" button is disabled
5. Note that there is NO way to configure a static IP address

Important Note: On a network without DHCP service any users of Gnome3 will not be able to connect to that network. For users in this situation (myself included) you will have to convince your network admin to temporarily enable DHCP service on your network which will allow your PC to connect, then you can access the "Options" button and configure a static IP setup.

This problem did not exist in any previous versions of Gnome that I'm aware of.
