Add initalise microseconds published value to 0

I've been getting a lot of:

GLib-CRITICAL **: g_time_val_to_iso8601: assertion `time_->tv_usec >= 0 && time_->tv_usec < G_USEC_PER_SEC' failed

which seems to stem from not having set a value for tv_usec (the number of microseconds in the GTimeVal) given that we're never going to get (nor want) a more accurate time than seconds it should be safe to set this to 0 ?
