What is the purpose of this bug report? When is it useful? For who is it useful? To me it seems like unnecessary bug management overhead. Removing from milestone for now at least, I want the milestone to contain as few bugs as possible

I'm surprised you haven't seen a tracking bug before. There were several open SWM related bugs and with SWM set for inclusion in 2.8 this report was opened to make it easier to keep track of relevant bugs. Feel free to remove this report off the 2.8 milestone if SWM is no longer meant to be part of the next release but it shouldn't be taken off just to artificially improve bug statistics.
