add

    border: 1px solid #ff0000;

to the ".app-well-app > .overview-icon" rule in gnome-shell.css, restart, and go into the overview.

All the apps will have a red border, but the running apps will have a red background as well. This is triggered by the use of background-image in the ".app-well-app.running" rule.

I poked a bit at st-theme-node-drawing.c, but figured someone else could find the problem faster.
