This is 100% repeatable both on my machine and on a friend's machine.

Steps to repeat:

 * Open two windows, W1 and W2, e.g two terminals
 * Maximize W1 by double-clicking the title bar
 * Change focus to W2
 * Try to move W2 by click-dragging its title bar

Behaviour:

 * Focus is changed to W1 and it gets click-dragged instead.

Expected behaviour:

 * W2 is click-dragged.

Found 608139 after filing the bug, seems to be the same thing.
