The bottom right portion of the scrollbar in gnome-terminal is a different
color depending on whether or not tabs are open; if multiple tabs are open,
it's white instead of gray.

It looks odd when it mismatches the grabby color.

Version-Release number of selected component (if applicable):

gtk3-2.91.4-2.fc15.x86_64
gnome-terminal-2.33.2-1.fc15.x86_64
gnome-themes-standard-2.91.2.1-7.fc15.noarch

That is entirely to be expected. If there are multiple tabs open, then the notebook is visible in the corner, and that results in the lighter background.

It might look a bit odd in this particular case, but IMHO this is not a bug.
