Jon said that it was supposed to work this way when we were figuring out
the symbolic-vs-not API. (This is mentioned in bug 621311 comment 16,
but I don't know where the original conversation was.)

Notifications from the system should use symbolic icons.

Also fix up the summary area CSS so the icon gets the right colors.
